AB 1873 – Ventura County Wildfire Backup Power Technical Amendments
Makes technical changes to last year’s Ventura County bill (AB 367) to make it easier for water suppliers to implement.
AB 1934 – Home Hardening Certification
Requires the State Fire Marshal's Wildfire Mitigation Advisory Committee to develop a home hardening certification program that identifies an appropriate combination of home hardening products, techniques, and defensible space to reduce the risk of loss during a fire.
AB 1960 – Community Hardening Incentives
Incentivizes community-level home hardening by prioritizing grant opportunities for wildfire prevention grants in communities where at least 50% of homes have earned home hardened certification.
AB 1964 – Home Hardening Survey
Directs the State Fire Marshal to conduct a survey across fire risk areas to better understand the number of homes that need hardening and the general degree of hardening steps remaining in the state.
AB 1971 – Property Tax Relief for Home Hardening
Incentivizes homeowners to harden their homes by ensuring home hardening upgrades are exempt from increased property tax assessments.
AB 1986 – Insurance Quotes for Home Hardening
Requires property insurance quotes to show two prices: (1) for the property in its current state, and (2) for the property if certified under the state’s home hardening certification program.
AB 2013 – Emergency Plans for Water Suppliers
Requires water suppliers in fire risk areas to develop and file emergency plans that assess system resilience during extreme weather events, including policies on water tank levels during red flag warnings, backup power, and hardening of critical water pumps and generators in wildfire risk areas.
AB 2075 – Accidental Fire Liability
Enhances laborers’ ability to extinguish accidental vegetation fires before they spread and expands liability protections to the companies employing those laborers.
AB 2125 – Water Rights Litigation Notice
Ensures water rights holders affected by an adjudication receive verifiable notice via mail by requiring plaintiffs to provide a registered mail delivery receipt.
AB 2334 – Methane Capture Study
Directs CalRecycle to study waste reduction measures implemented in other nations and evaluate whether any lessons learned could apply to reducing waste in California.
AB 2458 – Closing Appliance Efficiency Loophole
Closes a loophole in Appliance Efficiency Regulations, which currently apply to new appliances “sold or offered for sale in the state” but not those leased or rented, allowing out-of-state companies to offer non-compliant appliances for rent/lease in California.
AB 2630 – Water Board Emergency Regulations
Grants emergency regulatory authority to the State Water Resources Control Board to implement measuring and metering reporting requirements necessary to make the CalWATRS water rights database functional.
